Concession from a dealer when buying used car. Negotiating tips?

I am looking at a 2007 new car with 9,000 miles on it that was used as a rental for the dealership. A track car, they say.

List price was $21,999. I inquired seriously about it and asked about wiggle room, and the salesperson said, “we can let it go for $20,500.”

How should I regard this? Would it be outrageous to counter with something lower than his last offer? If so, how much lower. On edmunds, they have trade-in value at $17,500, private party at $19,000, and retail at $20,500. Would it be ridiculous to counter with $17,500 (probably what they paid) and target $19,000 as a final sale price (which would be perfect for us). Or would they find such an offer insulting.

    Don’t worry about insulting them. You sound like you have a good plan. Go ahead and offer back $ 17,500. Tell them you have booked the car out. See what happens.

    You never know till you try. How about getting preapproved for an auto loan. Take a check in for $19,000 and say you will take the car today for $19,000..

    I bet you the dealership takes the offer of $19,000.

    Insulting to them they are going to make money off the car even at 17,500. If the saleman has to go talk to someone tell him to bring the guy back so you can get this deal done today. Stand your ground and watch how they finance you or add extra stuff to the car (paint protection, interior stuff). They may even try to get you in the car by extending payments for 66 or 72 months so be very careful.
